Like the previous year's set, it is fractured into the following subsets: Similar to 1996 & 1997 Finest, the set is fractured into 100 "Grand Stand" (steel), 40 "Mezzanine" (Bronze, 1:3/packs), 30 "Club Level" (silver, 1:12), 20 "Field Box" (Gold, 1:23) and 10 "Executive Suite" (platinum, 1:65) cards.
There are no rookie cards in this set.
Each five-card pack was distributed in a collectible "tin" box.

Title Waves
Title Waves is a 30-card set of players who have won various awards and championships. The cards are printed on a die-cut plastic stock and were designed to link up with the cards of other players who also won an award in that same year. Each card is serial-numbered to the year in which the player won their respective award, and is noted in the checklist below.

Double-Wide Tins
The retail version of 1998 Donruss Preferred was packaged in a plain corrugated cardboard box, with 24 "Double-Wide" tins per box. The checklist and player images used are identical to that of the Hobby tin packs, but the retail Double-Wide packs paired up two players at a time.
